Certification is not the same as licensing
Certifications such as IICRC Water Damage Restoration Technician are issued to individuals after training and examination. A state contractor licence is issued to a business and is what legally permits certain work. A company can hold one without the other.
Insurance certificates expire
A certificate of insurance is a snapshot. Ask for a current one, dated within the policy period, naming the entity that will actually perform the work.
